Farmers club exposure visit
ITANAGAR, May 01: Dying Ering Stone Table Farmer’s Club, Sissen and Komsing village conducted training cum exposure visit to Research and Development center, Flower Valley Pvt. ltd, Ajmal Group, Hojai, Assam on April 30.
All together 20 farmers were taken to the tour and visited Agar and Sandal wood farm of the company. They were exposed to Agar and Sandal wood package and practices, agar formation in natural condition through insect borer and also artificial agar inducing technique. The farmers have also got an opportunity to see the Ager and Sandal wood processing center and product at R&D center.
They were also taken to famous Islam market, Hojai where agar is traded daily.
Talukdar and Saibuddin Ahmed, Exicutive R&D center, Flower valley Pvt. Ltd., Ajmal Group thoroughly interacted with the visitors and explained about Agar and Sandal wood business, intercropping of agar and sandalwood with medicinal plants and seedling selection process.
The club members also visited reputed seedling/sapling nurseries at Lanka and Hojai.

ITANAGAR, May 01: A circle level awareness campaign cum workshop for main streaming conservation and sustainable use of medicinal plant was conducted by the Kali Paja (DyFR) RFO Daporijo at Puchigeko on April 26.
Department of Environment and Forest, Daporijo Forest Division is the implementing agency of ongoing medicinal plant conservation project at Laa village and it is sponsored under United Nations Development Programme – Global Environment Facility (GEF).
Presiding over the workshop, Kali Paja highlighted the importance of medicinal plants which has been used since time immemorial by local people in traditional way of treatment. He also explained in details about the MPCA project and its importance.

Death mourned
ITANAGAR, May 01: The All Hong Employees’ Welfare Association has mourned the sudden demise of Mudang Tatung who passed away on April 26 last at Naharlagun after a brief illness.
Born on January 28, 1970, Tatung was presently posted as ADC Boleng in East Siang district. He has left behind his mother, five sisters, wife and a daughter.
He was a state topper in class XII CBSE board examination in the year 1988 and was the first APCS (Senior Grade) officer of 1993 batch from Hong village.
He was a very talented, sincere and a kind hearted person who served the state in different capacity.
Offering condolences to the bereaved family members to bear the irreparable loss, it prayed for the eternal peace of the departed soul.
His death has created vacuum in the society particularly for Hong village and State as a whole, the association further added.
Arson condemned
ITANAGAR, May 01: The Niti Vihar Development Welfare Committee (NVDWC) has condemned the incident wherein an OBT house of its general secretary Sonam Yangfo located near Minister Bungalow, Upper Niti Vihar was claimed to have been burnt down by some miscreants on April 27 last.
Reportedly all the belongings were burnt down in the devastating fire mishap. An FIR has been lodged in Itanagar Police Station, the committee said.
Requesting Capital police to leave no stone unturned to nab the culprits in a week’s time and to book them under appropriate section of law, it further warned of launching series of movement if the culprit is not arrested within the stipulated time.

‘Don’t subjugate the interests of women’

IMPHAL, May 01: “In tribal society women are intricately linked to their land. Yet when it comes to compensating the land loss due to building of dams, they are not accounted for,” said Sumila Linggi, a women rights activist from Dibang Valley.
She was representing her organization Enjalu-
Women work on the land to produce food and collect firewood. It is also a place for recreational activities. So when a community loses lands due to buildings of dams, it’s the women who will suffer the most, said Linggi.
Men may easily opt for financial compensation, but for women the decision of giving up the land can be heartbreaking, she said.
Once the land is lost to power developers, women become vulnerable to all sorts of exploitation and sufferings. The pressure of rising family in a changed environment after having displaced from their original homeland increases manifold.
Moreover, the compensation package offered to affected families is handed over to the head of the family; traditionally who are mostly the men. As a result, women’s status in a family or society may be reduced, said Linggi.
The displacement due to dam will cause breakage of old age ties in a close knit society. After being uprooted from their ancestral land, women will be forced to fend for themselves. As they are not direct beneficiary of any compensation, it may force them to take up means like prostitution for raising family. Linggi also spoke on the rigid customary law that does not accommodate enough scope for safeguarding the rights of tribal women, particularly when they are victim of domestic violence. Women are made to compromise as the law keepers themselves are not adequately aware of the rights for women.
She, therefore, appealed for concerted efforts by all tribal community to accommodate the interests of women also, and not subjugate them as second class citizen.
Apex Bank chalks out annual action plan

The Bank has decided to continue various loan schemes like, KCC, WCC, SHG, CM’s Farm Mechanisation Scheme, MMPVY for Tourism, Education Loan, Rural Housing, MSME, Rural Godown, etc. which must be implemented in letter and spirit, he said.
Speaking on the occasion, C. Mannoi, DRCS, GoAP, acknowledged the role of BMs as important for proper implementation of development schemes, policies and activities of the Bank and motivating own staff to provide accessible services to the customers under the CBS platform.
“It is good to learn that the Bank has adopted new technology for the better customer services and growth of the Bank by ushering it to the CBS platform,” he said. But he cautioned the BMs to be more careful on forwarding of credit proposal to the HO for sanction and provide proper appraisal for smooth recovery and check the NPA. He appealed all the officers to work hard for early recovery of NPA loans which would benefit Bank in particular and the state as a whole.

Laskar, MD, MARKFED said that the state Govt is having lot of expectations from the bank to play a major role in implementing policies on inclusive growth of the state particularly in the priority sector landings such as Animal Husbandry, Agriculture and Horticulture sector. He also cautioned the Bank that the coming days are of tough competence in the banking sector in our state as the presence of other commercial banks branches are coming up in the state with modern technology for better customer services. It is good to learn that Apex Bank is adopting CBS module and three branches are already gone in live. Mobilisation of resources and its judicious deployment of surpluses are the main factors for sustainability of a bank. He also gave example of other commercial banks like Nivedita Bank in Pune & Bombay Mercantile bank where the NPA is nil. Lastly he hopes the Bank to rise as per the expectation of state govt.

The Rajiv Gandhi University has joined the rest of the world in celebrating the May Day in a befitting manner.
The maiden celebration of its kind in the university campus was organised under the aegis of Rajiv Gandhi University Mazdoor Welfare Society (RGUMWS).
The programme started with the unfurling of the May Day flag by the RGU Registrar, Dr. Rachob Taba. In his speech, Dr. Taba stated that, it is a good beginning of a new chapter in RGU. He encouraged the gathering to be more sincere and work with dedication having the dignity of labour. He also assured to look into some of the genuine requests placed by the society in the form of a memorandum.
Prof. Amitava Mitra, Professor in the department of Economics and Finance Officer incharge of RGU deliberated on the origin of the day and informed that the movement started in USA by the workers for more rights and more significantly to slash down the working hours per day to 8 hours from a restless 14 to 15 hours a day. He appreciated the contributions of the workers of RGU for giving the present shape to the pioneer University of the state and exhorted them to be more devoted and committed to their job.

IPR director Leki Phuntso retires
Naharlagun, May 01: Director of Information and Public Relations Leki Phuntso was given farewell here today by the officers and staff of the Directorate on his retirement on superannuation on April 30.
Expressing satisfaction on being retired as Director, IPR, he said it was a spotless and successful tenure for which I should appreciate the cooperation, support extended to me and the team spirit of the employees of the department. He advised them to maintain the same spirit.
Joining as DIPRO in June, 1981, he was promoted as Deputy Director in May, 1999 and finally as Director in March, 2008.

Be more concerned with students’ problem: BJP to AAPSU
ITANAGAR, May 01: Papum Pare District BJP has alleged that some students’ organizations are putting spoke in the wheels of development in the state.
Claiming that Greenfield airport issue is not an issue that should to be raised by student organization like All Arunachal Pradesh Students’ Union (AAPSU), Papum Pare District BJP President has suggested AAPSU leadership to be more concerned with the academic problems of the students.
He said that in the second survey conducted by Airport Authority of India (AAI), it was clearly indicated that Hollongi would serve as far better place for the establishment of the airfield as compared to Karsingsa. Speaking about refugee issue, the BJP president said that “the refugee problem cannot be solved by the state government alone or even by the central government”.
“AAPSU is trying to misguide the innocent, illiterate tribals by mingling the two separate issues,” he said claiming that the refugee problem and the financial implication were well taken up in the discussion of AAI (Airport Authority of India).
“When the final discussion has been taken to set up the Green Airport at Hollongi there seems to be no point to halt the project,” the release said.
Gutka and other tobacco products still available despite banned

ITANAGAR, May 01: Gutkha and other tobacco products which have been banned in the state capital and other districts of the state are being sold secretly by shopkeepers here despite repeated raids and seizure of these products.
Though the official teams of district administration are in action and have conducted raids in various places and also seized numbers of banned substances like pan masala and gutkha, the shopkeepers are still selling the banned substances in hire prices.
When asked, a shopkeeper informed that they are selling tobacco products for higher prices than maximum retail prices (MRP) as they are selling the products at their own risk.
It has been observed that the authorities are only targeting small shops instead of dealing with the stockiest or big traders.
No doubt, it is difficult for the consumers to give up their old habits, but to ensure complete ban on sale of such products in the state, constant efforts from concerned administration and involvement of NGOs is a must. Further besides targeting the small shopkeepers, action should be taken against the stockiest and dealers of such banned products in the state.
Until and unless the concerned authority takes action against these big traders, their attempt to complete ban on these products will never bear any fruitful result.
Likewise, numbers of NGOs are working against banned drugs substances in the state. But still drugs peddlers are doing their business freely. Pasighat is one of the places in the state where one can find numbers of drugs users and the numbers of users are likely to increase in near future.
It has been observed that various organizations are conducting public meeting against drugs and pan masalas, even they interacted with the users/consumers and their family members. But it seems that they are missing the roots of the causes and sufferings as neither the administration nor the NGOs dare to arrest and take action against drugs dealers.
Appoint new NRHM director: APDA
ITANAGAR, May 01: Arunachal Pradesh Doctors Association (APDA) has urged the Health Secretary for early filling up the post of Director, National Rural Health Mission (NRHM) which is lying vacant since retirement of former director Bidya Gadi in January this year.
The NRHM in the state is in chaos as the NRHM Director’s post is not being filled up since retirement of Gadi on January 31, 2013, and without the Mission Director the work of NRHM is in the state of ‘suspended animation’ which is not in the interest of the state,” APDA’s letter to Secretary Health said. of the rank of Joint Director Health Services or Additional Director Health Services should be identified for the post at the earliest in tune with many other states like Orissa, Jummu & Kashmir, Manipur, Mizoram, Sikkim etc, APDA suggested.
“Arunachal Pradesh being a small state and the NRHM being the Technical Branch/Department filling up of this Mission Director (NRHM) post from the Technical APHS Cadre is justified,” the letter said.
However, APDA demanded that the Director Health Services (DHS) should be given additional charge as Mission Director (NRHM) till a suitable APHS Officer is identified for the post.
Biometrix system of attendance installed at Roing DC office
ROING, May 01: Biometrix Attendance System at Lower Dibang Valley Deputy Commissioner’s office was inaugurated by Deputy Commissioner Shiv Kumar in presence of administrative officers, DPO and other branch officers and officials here yesterday.
In this system, the thumb impression of all the staff are recorded and saved in the machine in serial wise for attendance. When the employees pressed the button of the machine with their thumbs, then the machine match their thumb impression with the recorded one automatically and if it is matched then their attendance are digitally recorded for the day along with time. The hard copy of the digitally recorded attendance can also be printed out.
Altogether, names of 500 people can be saved in the machine with their finger prints. It is hoped that this system will make the daily attendance of the office staff fast and hassle free.
The system was installed under untied funds and it is made operation from today.

PNCWC mourns death of its chairman
ITANAGAR, May 01: The Prem Nagar Colony Welfare Committee (PNCWC), Naharlagun has condoled the demise of its chairman Teli Lama who passed away early this morning at 2 am after a sudden stroke at GNRC Guwahati.
Lama was serving as a conductor in State Transport Service. He has left behind his wife and two sons.

Chairing the 8th DLMC meeting here yesterday wherein the points of the last DLMC meeting were reviewed and also thoroughly discussed on the achievements and progress of the projects under SPA, NEC, PM package, BADP etc, Bam instructed the administrative officers to monitor and ensure that schemes were executed in a right manner. He cautioned that there shouldn’t be any loopholes in the implementation of the schemes. Further, DC asked HODs to furnish the report of Employment Generation, Infrastructural Gap and Skill Development of their respective department by tomorrow.
EE, PHED informed that some people reported to have crossed Kameng River through pipeline commissioned over Kameng River meant for water supply to New Seppa risking their own life. The meeting while prohibiting the illegal act appealed public not to repeat the same in future.
It was resolved in the meeting to involve the user department and the administrative officers by the implementing agency in all stages of the works; the assets created should be handed over to the user agency soon after its completion; the implementation agency should consult the user agency while preparing schemes etc. DIPRO
NABARD takes up project on organic rice at Hollongi
ITANAGAR, May 01: A project on “Community Development through Vermin Composting and Organic Farming and Mitigation of Land Degradation" is taken up by National Bank for Agriculture & Rural Development (NABARD) at Hollongi village under Balijan circle.
The project is being implemented through a Guwahati based NGO called ENVIRON since September 2012. They have established a Vermin compost unit with Vermin wash collection outlet and also initially took up cultivation of one bigha of organic Jaha rice. The rice is branded as 'Arunachal Brand Organic Jaha Rice.'
Prof. Amarjyoti Kashyap, President, ENVIRON proposed to increase the area of organic rice cultivation from one bigha (1296 sqm) to hundred bigha (129600 sqm). One of the beneficiaries of the project Nabam Nikki also expressed his satisfaction over the result of using the vermin compost as fertilizer and vermin wash as insect repellant in his crop field.

New Delhi, May 01: Association of Writers & Illustrators for Children (AWIC), New Delhi, the leading organization pioneering youth library movement in the country, has conferred the prestigious Jr Librarian of the Year 2013 award to Jeenamsi Ngadong, (APNE Library, Wakro) and Deep Das (Bamboosa Library, Tezu), for their spirited and committed contribution to the promotion of youth Library activities in Arunachal.
Surekha Panandiker, Convenor, All India Children’s Libraries Project, AWIC, informed in a communiqué.
Mosamlu Manyu, (Wakro) and Purabi Das (Tezu) have won the Reader of the Year Award 2013.
Extending her hearty appreciation to the award winners, Panandiker, who has been closely following the Lohit Youth Library activities, complimented the young winners and the library volunteers for consistently promoting the joy of reading among the rural and deprived Arunachali youths for the last six years. She also lauded the young Librarians Jeenamsi and Deep Das for their dedicated efforts taking care of APNE and Bamboosa Libraries during the last three years.
They have also been expert trainers in story reading, poetry recitation and skits.

Save Seppa town from land grabber
Dear Editor,
I as an educated youth of East Kameng District would like to draw the attention of land management department of Arunachal Pradesh as well as senior and educated people of East Kameng District headquarter Seppa. It is matter of grave concern that now a day’s no govt, quarter are left for government employee in Seppa town as all govt quarter and govt land has been encroached and illegally occupied by our own brother politicians and their 'chamcha', local govt, servant and public of Seppa. In this regard, I would like to ask how development can take place in East Kameng district if there are no govt, quarters for govt, servants and no govt, land for further construction of Govt, infrastructure. And where to adjust those thousand of govt, employee in district head quarter Seppa? In this connection our students leader and other organization of east Kameng, remains as mute spectator. Apart from this, our respected DC Seppa and land management department is looking helpless though they have enough police force and Govt, machineries. In this regards, I want to question to the concern authority is this weakness of town administration or pressure from politician and public? If yes then tell me honestly what is the importance of becoming an officer? Are you not appointed to render your service to the public welfare? It is witnessed from east Kameng that once a govt, quarters is occupied means that quarters will be permanent for one Govt, employee and he/she can construct anything over it as per his choice and design and start to run for land allotment of same land and ultimately get land allotment. Is this the norm of allocating govt, quarters to the govt, servant in the state of Arunachal Pradesh? Or it is the nature and mind set of govt, employees in east Kameng district. My dear Govt, land encroacher, your action is not acceptable to the society. And you have to give big answer to coming generation in days to come and intellectual public will laugh at you. I strongly blame that Govt, land encroachers are the reason for East Kameng district still lagging behind in all developmental activities in comparison with others district in state of Arunachal Pradesh. One doctor told me that he went to Seppa and wanted to serve the patient in district hospital Seppa but very unfortunately he found no govt, quarters at Seppa. He was compelled to stay at circuit house for two months. Ultimately he returns to Itanagar because staying at circuit house Seppa was expensive.
This article is not intended to hurt the sentiment of those sincere officers who is not involved in illegal encroachment of govt land but as educated youth of East kameng district I personally feel that it is my responsibility to expose what is happening or not happening in and around East Kameng District headquarter Seppa for the development. Iam sorry if readers do not agree with my view in this regard. Lastly it is my appeal to public to fight against illegal land encroachers and change mind set and do something for future of your own son/daughters who is now studying in class, 1 and 2 in primary schools.

This is in continuation to the letter “HARD TO ACCEPT THE EXPLANATION,” from one Tomi Ado published in your daily on 30th April. I really don’t understand what system is APPSC following? I had faced similar problem after my APPSC combine competitive mains exam 2012. When I sought for my evaluated answer script through RTI application I was inform that it was only 4 pages, I could not believe, but I had enough patient to wait till I am inform to collect my evaluated answer script. But the next time I was inform that it was not 4 but 24 pages, thank god ultimately they have given me the right answer script. But like Mr Ado I also felt hard to accept the way they have evaluated the answer script. After collecting the answer script, I straightly went to a renowned professor of RGU and showed the answer script. After examining my answer script he said I don’t understand how it has been evaluated and said jokingly may be you didn’t have the right channel. As per RTI my answer script was evaluated by two evaluators. The most interesting part and hard to accept was that the 2nd evaluator just awarded me half the marks of the 1st evaluator in each and every question I had attempted. It was the same throughout my answer script. E.g. if the 1st evaluator award 4 marks the 2nd evaluator blindly awarded 2 marks. This was done to each and every question I attempted. It was not only done to me but to other candidates too. After going through the evaluated answer script I felt that it is not being evaluated by experts. It seems every answer script of APPSC is being evaluated by some half educated people holding high post, or should I say it is evaluated by APPSC members or by some high class bureaucrats or some influential political goons. Every time APPSC conduct exams, there are mistakes and errors. It has been repeated again and again, and it may repeat even in future. This repetitions itself indicates something is going wrong inside APPSC. I remember one Anand Jerang quoted wrong people in the right place. It seems to be true face and picture of APPSC. Lastly I request my fellow aspirants of APPSC, stay alert, not only for the coming exams but of those JACKALS and WOLFS who have never ending hunger.

Drug abuse is a serious problem
Dear Editor,
Through your esteemed daily, I on behalf of the concern citizen would like to appeal Upper Siang and East Siang District administration to take up joint operation to quash the social evils prevailing in our locality in large scale in the form of drug (opium) addiction which also breach the Election Code of Conduct issued by the SEC which came into force from 16th April 1013.
It is a grave concern which is learnt from the reliable sources that the villagers of particular village of Upper Siang District are addicted to Opium and foreign liquor which not only create chaos in the family life but also kills the precious lives of many. To add to the woes, the habit forming substances like opium and foreign liquor are allegedly supplied to the villagers by any means on the ongoing PR Election which lures the innocent voters in a large scale. A strange scene one comes across is that in some villages under Upper Siang District, voters (Villagers) are accumulated in a particular house and are served with opium and foreign liquor in a large scale. I, as one of the concerned citizens do not want to disclose the name of particular leader, person or village.
It is worth mentioning here that the Adi Bane Kebang East Siang district unit has achieved successes and appreciation in uprooting the social evil from the society to a large extend. Hats off to those Samaritans especially the Adi Bane Kebang Women Wing East Siang unit who has taken a lot of pain in fighting to remove social evil from the society for a congenial atmosphere and to save the younger generation from jeopardizes. At the juncture, I would like to ask the Adi Bane Kebang whether their war against the social evil is only limited in East Siang District. If not, kindly extend your operation to other affected areas of nearby Padam villages also for which other concern denizens are ever ready to give you a helping hand.
