Farmers club exposure visit

ITANAGAR, May 01: Dying Ering Stone Table Farmer’s Club, Sissen and Komsing village conducted training cum exposure visit to Research and Development center, Flower Valley Pvt. ltd, Ajmal Group, Hojai, Assam on April 30.

All together 20 farmers were taken to the tour and visited Agar and Sandal wood farm of the company. They were exposed to Agar and Sandal wood package and practices, agar formation in natural condition through insect borer and also artificial agar inducing technique. The farmers have also got an opportunity to see the Ager and Sandal wood processing center and product at R&D center.

They were also taken to famous Islam market, Hojai where agar is traded daily.

Talukdar and Saibuddin Ahmed, Exicutive R&D center, Flower valley Pvt. Ltd., Ajmal Group thoroughly interacted with the visitors and explained about Agar and Sandal wood business, intercropping of agar and sandalwood with medicinal plants and seedling selection process.

The club members also visited reputed seedling/sapling nurseries at Lanka and Hojai.

The entire programme was coordinated by Toge Riba, Subject Matter Specialist, Krishi Vigyan Kendra, College of Horticulture and Forestry, Pasighat.

Sissen village located at right bank of Siang river, which is about 45 km from Pasighat, has largest and highest in large-cardamom cultivation and production in district. Village is also blessed with ginger and citrus production. Each family of the village has agar plantation and the recent visit of to agar industries at Hojai without external support would definitely build confident amongst the farmers, said Riba.

 

Awareness campaign on medicinal plant conservation

ITANAGAR, May 01: A circle level awareness campaign cum workshop for main streaming conservation and sustainable use of medicinal plant was conducted by the Kali Paja (DyFR) RFO Daporijo at Puchigeko on April 26.

Department of Environment and Forest,  Daporijo Forest Division is the implementing agency of ongoing medicinal plant conservation project at Laa village and it is sponsored under United Nations Development Programme – Global Environment Facility (GEF).

Presiding over the workshop, Kali Paja highlighted the  importance of medicinal plants which has been used  since time immemorial  by local people in traditional way of treatment. He also explained in details about the MPCA project and its importance.

ITANAGAR, May 01: Krantiveer FC, Chimpu Youth FC and Model Sporting Club (MSC) won their respective match in the 2nd Taba Tath Memorial Football Championship at Don Bosco School Playground, Jollang near here today.

Krantiveer thrashed Triumph 5-0 while Chimpu Youth FC and MSC defeated their respective opponent Ramking United FC and VVFC 1-0.

Bro. Coli scored three goals for KFC while Tarh Taram and Gollo Shankar scored a goal each to complete the drubbing of the team. Tama Loram and Nyater Tasso were the scorers for Model Sporting Club (MSC) RUFC.

 

First phase training for polling officers ends

ANINI, May 01: First phase of training for the appointed Presiding and Polling officers for the ensuing election to the 3- tier system of Panchayati Raj Institution (PRI) was held here today.

Addressing the trainees, Bupoi Puroik, DPDO cum RO, urged them to be attentive in the training and clear any doubt before the actual poll. In order to ensure error free poll, the DPDO informed that two more similar training programme will be conducted within the next few couple of days.

Speaking on the occasion, DC cum DEO dwelt in length about the duties and responsibilities of a presiding and polling officer. The DC suggested all to go through the Presiding Officer’s Hand book to become well acquainted with the election process as the sole responsibility to conduct free, fair and error free poll lies on the shoulders of Polling team which will comprise all present.

The DC while instructing all Govt. employees to remain absolute impartial and refrain from any kind of campaigning activities. Further, the DC warned of stringent action, in case of violation of model code of conduct by any officer/officials.

Forum demands de-notification of Nyapin town as rural area

ITANAGAR, May 01: Nyapin Town Indigenous People Forum (NTIPF) in a letter addressed to the Urban Development secretary has opposed the declaration of Nyapin town as urban area.

More than 250 people of Nyapin town under the banner of NTIPF in its representation said that the notification of Nyapin town as urban area (vide memo No DTP/MP-08/2010-11, dated 10th April, 2013) does not fulfill the criteria.  The Forum further said “the population figure of Nyapin town is very thin and infrastructure status/other related development of Nyapin town is very poor and therefore does not full fill requisite criteria for declaration of urban area.” The Forum appealed the UD secretary  to de-notify the  Nyapin town as rural area.

 

Bogus financial company must be banned:AAPACO

ITANAGAR, May 01: All Arunachal Pradesh Anti-Corruption Organization (AAPACO) today demanded the state government to put blanket ban on bogus financial institutions operating in the state capital by luring innocent people with high rate interest in return.

In its representation to the Chief Minister, AAPACO cited various financial institutions such as Jivan Suraksha, Sri Sri Purchase and Micro Finance which reportedly fled from the capital after duping thousands of innocent people involving crore of amounts. The Organization also informed the chief minister that number of bogus financial companies had gone up rapidly over the last few years.  It further sought government intervention to initiate suitable measures to thwart the illegal financial institutions.

 

SUMA alleges of double politics on Greenfield Airport

ITANAGAR, May 01: The Students' Union Movement of Arunachal Pradesh (SUMA) has alleged the Lok Sabha MP (West Arunachal) for playing double politics on proposed Green Field Airport to be constructed at Hollongi.  The SUMA in a release further alleged that “the MP having the highest land at Hollongi changed his mind to shift the airport at Karsingsa since the Airport Authority of India (AAI) cannot provide adequate compensation to the land donors.”

The AAI only requires 190 hectares of land for construction of said Green Field Airport at Hollongi site vide its letter No.AAI/03/44/2012/ARII (p)/95-80 dated 25th February 2013, but very surprisingly the state Govt had recommended a 320 hectares of land for acquisition for the construction of Green Field Airport at Hollongi site, SUMA said in its release. Why Arunachal Govt is offering 320 hectares ? it questioned.

 

Student’s exposure visits

ITANAGAR, May 01: The SSA District Mission, Yupia in order to encourage the girl’s education in the district has conducted two days exposure visit to Kaziranga National Park under innovative activities of girl’s education.

Altogether, 150 students along with teacher escort made the exposure visit on April 25 and 26 last.

Heath assistants cry for enhanced pay scale

ITANAGAR, May 01:  Claiming that the authority has been giving them step-motherly treatment on pay scale and other basic facilities, All Arunachal Pradesh Health Assistant Association today cried for equal payment and facilities.  

In a release, the association claimed that health assistants are being denied of equal payment and facilities despite it served the people in every nook and corner particularly at remotest areas in the state with deprivation of basic facilities and road communication.  It further claimed that despite repeated pleas by the association, the authority has paid no heed towards the pathetic condition of the health assistants.

 

Industrial management training prog organized

CHANGLANG, May  01: An five days Industrial Management Training Programme organized by District Industries Centre (DIC), Changlang commenced here today.

Inaugurating the training, Marngam Kakki, Circle Officer, exhorted the trainees to take maximum advantage from the training, for the betterment of their future. Further, she encouraged the educated and unemployed youths to set up micro and small industries based on locally available raw materials.

N. Lailang, DDI Changlang explained in detail the purpose of the training and the topics on various aspects of management in regards to the setting up of small scale industries.

Death mourned

ITANAGAR, May 01: The All Hong Employees’ Welfare Association has mourned the sudden demise of Mudang Tatung who passed away on April 26 last at Naharlagun after a brief illness.

Born on January 28, 1970, Tatung was presently posted as ADC Boleng in East Siang district. He has left behind his mother, five sisters, wife and a daughter.

He was a state topper in class XII CBSE board examination in the year 1988 and was the first APCS (Senior Grade) officer of 1993 batch from Hong village.

He was a very talented, sincere and a kind hearted person who served the state in different capacity.

Offering condolences to the bereaved family members to bear the irreparable loss, it prayed for the eternal peace of the departed soul.

His death has created vacuum in the society particularly for Hong village and State as a whole, the association further added.

 

Arson condemned

ITANAGAR, May 01: The Niti Vihar Development Welfare Committee (NVDWC) has condemned the incident wherein an OBT house of its general secretary Sonam Yangfo located near Minister Bungalow, Upper Niti Vihar was claimed to have been burnt down by some miscreants on April 27 last.

Reportedly all the belongings were burnt down in the devastating fire mishap. An FIR has been lodged in Itanagar Police Station, the committee said.

Requesting Capital police to leave no stone unturned to nab the culprits in a week’s time and to book them under appropriate section of law, it further warned of launching series of movement if the culprit is not arrested within the stipulated time.

BOMDILA, May 01: A co-ordination meeting of the officers and staff of the DC’s and its allied offices in West Kameng district was held the day before to facilitate better performance and act as a trendsetter for others to emulate.

Directing for such co-ordination meetings on monthly basis which would pave the way for a healthy and conducive atmosphere in the offices, Deputy Commissioner A.K Singh called upon the officers and staff to imbibe the sense of responsibility.

‘Work culture is the need of the hour. We need to inculcate in ourselves discipline, punctuality and show strict adherence to the laid down office rules in the interest of public service,’’ said the DC. The meeting assumed significance in light of the state government’s directives to all HODs, DC’s and SP’s in the joint conference of theirs at Itanagar in December 2012 last wherein a lot of subjects were discussed at length to make the government people friendly, the administrative machinery more responsive and accountable and to facilitate building of a healthy and prosperous society. Don’t subjugate the interests of women’

IMPHAL, May 01: “In tribal society women are intricately linked to their land. Yet when it comes to compensating the land loss due to building of dams, they are not accounted for,” said Sumila Linggi, a women rights activist from Dibang Valley.

She was representing her organization Enjalu-menda Women’s Empowerment Forum (EMWEF) during a meeting of more than 200 human rights activists with Rashida Manjoo, the UN special rapporteur on violence against women here on Sunday.

Women work on the land to produce food and collect firewood. It is also a place for recreational activities. So when a community loses lands due to buildings of dams, it’s the women who will suffer the most, said Linggi.

Men may easily opt for financial compensation, but for women the decision of giving up the land can be heartbreaking, she said.

Once the land is lost to power developers, women become vulnerable to all sorts of exploitation and sufferings. The pressure of rising family in a changed environment after having displaced from their original homeland increases manifold.

Moreover, the compensation package offered to affected families is handed over to the head of the family; traditionally who are mostly the men. As a result, women’s status in a family or society may be reduced, said Linggi.

The displacement due to dam will cause breakage of old age ties in a close knit society.  After being uprooted from their ancestral land, women will be forced to fend for themselves. As they are not direct beneficiary of any compensation, it may force them to take up means like prostitution for raising family. Linggi also spoke on the rigid customary law that does not accommodate enough scope for safeguarding the rights of tribal women, particularly when they are victim of domestic violence. Women are made to compromise as the law keepers themselves are not adequately aware of the rights for women.

She, therefore, appealed for concerted efforts by all tribal community to accommodate the interests of women also, and not subjugate them as second class citizen.

 

 

Apex Bank chalks out annual action plan

ITANAGAR, May 01: “Though the performance of Apex Bank has improved in deposits, recovery, lending etc this year there is still more we need to do to compete with other Banks in the State”, said Managing Director of the Bank Tsering Thongdok.                     

Addressing the valedictory function of the two days Annual Review and Annual Action Plan Meeting of the Apex Bank  (Arunachal Pradesh State Coop. Apex Bank Ltd) on April 30 at Naharlagun, Thongdok said that with implementation of Core Banking Solution, the management has fixed an ambitious target for the year 2013-14 which must be achieved. He also instructed BMs to undertake drastic recovery drive through Bakijai Courts and personal persuasion to reduce the NPA to the desired level. He also informed that a Development Action Plan (DAP) for next five years is a Target to become self reliant Bank by 2018.  

Out of 32 Branches, 24 BMs and Sr. Officers of H/O attended the meeting.

The Bank has  decided to continue various loan schemes  like, KCC, WCC, SHG, CM’s Farm Mechanisation Scheme, MMPVY for Tourism, Education Loan,  Rural Housing, MSME, Rural Godown, etc. which must be implemented in letter and spirit, he said.

Speaking on the occasion, C. Mannoi, DRCS, GoAP, acknowledged the role of BMs as important for proper implementation of development schemes, policies and activities of the Bank and motivating own staff to provide accessible services to the customers under the CBS platform.

“It is good to learn that the Bank has adopted new technology for the better customer services and growth of the Bank by ushering it to the CBS platform,” he said. But he cautioned the BMs to be more careful on forwarding of credit proposal to the HO for sanction and provide proper appraisal for smooth recovery and check the NPA. He appealed all the officers to work hard for early recovery of NPA loans which would benefit Bank in particular and the state as a whole.

S. Laskar, MD, MARKFED said that the state Govt is having lot of expectations from the bank to play a major role in implementing policies on inclusive growth of the state particularly in the priority sector landings such as Animal Husbandry, Agriculture and Horticulture sector. He also cautioned the Bank that the coming days are of tough competence in the banking sector in our state as the presence of other commercial banks branches are coming up in the state with modern technology for better customer services. It is good to learn that Apex Bank is adopting CBS module and three branches are already gone in live. Mobilisation of resources and its judicious deployment of surpluses are the main factors for sustainability of a bank. He also gave example of other commercial banks like Nivedita Bank in Pune & Bombay Mercantile bank where the NPA is nil. Lastly he hopes the Bank to rise as per the expectation of state govt.

K Vaiphei, Manager, NABARD, RO Itanagar said that Apex Bank has huge opportunity in the state as it is working with a net work of 32 branches spread all over the state provided it goes to CBS compliance. Remote branches like in Anini, Tuting, Mechuka will get business once CBS is implemented, he said. He cautioned the Bank that RBI has given permission to open new private sector banks like Reliance, Tata etc which will result lot of competition among the banks. NABARD will continue to play its supervisory role and continue its support to Sate Coop. Bank. BMs should adopt 3 principles while running a branch- Generate Profitability, Safety to customer deposit and Liquidity. Cash should not be kept idle. He said that the image of Apex Bank should be revived and regained public faith. He further said though Apex bank is improving now but need much more to do for its sustainance.

Meanwhile, B. Basar, ADC inaugurated the Ganga Branch of Apex Bank taking the CBS enrolled Branch to four today. Speaking in the meeting, Basar has advised Apex bank staff to provide effective and prompt service to the customers. He also assured that being the Certificate Officer of the Capital Complex, he had recovered huge loans and will continue to help the Bank in recovery.

Anup Mohan, DGM, NABARD also explained the importance of being on CBS platform and use the system for improvement of business of the Bank. The function was attended by the Branch Managers from districts and large number of customers.

 

 

Arunachal celebrates May Day

ITANAGAR, May 01: Along with the rest of the world All Arunachal Pradesh Workers' Union (AAPWU) today celebrated Internation Labour's Day or May Day at TT Plant here in simple but impressive manner.

Hage Tara, Working President AAPWU highlighted about the importance of the May Day.  

AAPWU adopted one-point resolution on the day that they will very soon serve 48 days ultimatum to the state government for its total failure to fulfill their genuine demands despite open announcement to fulfill them by the Chief Minister Nabam Tuki during May Day celebration last year, according to AAPWU release.

The International Labour day was  also organized by District Legal Services Authority, Yupia in a befitting manner at DRDA Conference Hall, Yupia today.

Attending the celebration, ADC Lod Gambo highlighted about the four factors of production -- land, labour, organization and capital where labour plays a very vital role.

EAC-cum-District Labour Officer Likha Tejji and Prosecuting Officer AK Singh also spoke on the occasion as resource persons.

The Rajiv Gandhi University has joined the rest of the world in celebrating the May Day in a befitting manner.

The maiden celebration of its kind in the university campus was organised under the aegis of Rajiv Gandhi University Mazdoor Welfare Society (RGUMWS).

The programme started with the unfurling of the May Day flag by the RGU Registrar, Dr. Rachob Taba. In his speech, Dr. Taba stated that, it is a good beginning of a new chapter in RGU. He encouraged the gathering to be more sincere and work with dedication having the dignity of labour. He also assured to look into some of the genuine requests placed by the society in the form of a memorandum.

Prof. Amitava Mitra, Professor in the department of Economics and Finance Officer incharge of RGU deliberated on the origin of the day and informed that the movement started in USA by the workers for more rights and more significantly to slash down the working hours per day to 8 hours from a restless 14 to 15 hours a day. He appreciated the contributions of the workers of RGU for giving the present shape to the pioneer University of the state and exhorted them to be more devoted and committed to their job.  

Deputy Registrar (Academic & Conference) Dr. David Pertin, while chairing the lecture session, urged the gathering to act with more responsibility and continue assist in building the University as a driving force.

Earlier, the President RGUMWS Nangram Toglik highlighted the motto and aim of the celebration. He also submitted a memorandum to the RGU authority.

The programme was attended among others by engineers, officers, WC staff, contract and contingency staff.

Along with the rest of the world, International Labour Day popularly known as May Day was celebrated with pomp and gaiety at Banderdewa, jointly organized by worker unions of Assam and Arunachal Pradesh today.  

 Addressing  on the  occasion, Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Jalley Sonam called upon the workers of both states to strengthen the relation.

“We have to make strong relationships between two states and its people” Sonam said.  He opined that people of both state particularly workers would be able to understand each other lot in such occasion. “Such platform is facilitating the people of both state to understand each other well” Sonam added.

Pointing out the exploitation of workers, Sonam exhorted that every labour should know their individual right and freedom besides the power of labour union.  He further said, labour should be respected by people, as labour almost build everything including road infrastructure. Thousands of workers from the both states took part during 128th May Day celebration.

 

 

IPR director Leki Phuntso retires

Naharlagun, May 01: Director of Information and Public Relations Leki Phuntso was given farewell here today by the officers and staff of the Directorate on his retirement on superannuation on April 30.

Expressing satisfaction on being retired as Director, IPR, he said it was a spotless and successful tenure for which I should appreciate the cooperation, support extended to me and the team spirit of the employees of the department. He advised them to maintain the same spirit.

Joining as DIPRO in June, 1981, he was promoted as Deputy Director in May, 1999 and finally as Director in March, 2008.

A documentary film on his life and achievement - a home production of the department was screened during the function. Meanwhile, the senior most Deputy Director, CM Longphong has taken over as the Director of IPR today. DIPR.

 

 

Be more concerned with students’ problem: BJP to AAPSU

ITANAGAR, May 01:  Papum Pare District BJP has alleged that some students’ organizations are putting spoke in the wheels of development in the state.

Claiming that Greenfield airport issue is not an issue that should to be raised by student organization like All Arunachal Pradesh Students’ Union (AAPSU), Papum Pare District BJP President has suggested AAPSU leadership to be more concerned with the academic problems of the students.

He said that in the second survey conducted by Airport Authority of India (AAI), it was clearly indicated that Hollongi would serve as far better place for the establishment of the airfield as compared to Karsingsa.  Speaking about refugee issue, the BJP president said that “the refugee problem cannot be solved by the state government alone or even by the central government”.

“AAPSU is trying to misguide the innocent, illiterate tribals by mingling the two separate issues,” he said claiming that the refugee problem and the financial implication were well taken up in the discussion of AAI (Airport Authority of India).

“When the final discussion has been taken to set up the Green Airport at Hollongi there seems to be no point to halt the project,” the release said.

 

 

Gutka and other tobacco products still available despite banned

ITANAGAR, May 01: Gutkha and other tobacco products which have been banned in the state capital and other districts of the state are being sold secretly by shopkeepers here despite repeated raids and seizure of these products.

Though the official teams of district administration are in action and have conducted raids in various places and also seized numbers of banned substances like pan masala and gutkha, the shopkeepers are still selling the banned substances in hire prices.

When asked, a shopkeeper informed that they are selling tobacco products for higher prices than maximum retail prices (MRP) as they are selling the products at their own risk.

It has been observed that the authorities are only targeting small shops instead of dealing with the stockiest or big traders.

No doubt, it is difficult for the consumers to give up their old habits, but to ensure complete ban on sale of such products in the state, constant efforts from concerned administration and involvement of NGOs is a must. Further besides targeting the small shopkeepers, action should be taken against the stockiest and  dealers of such banned products in the state.

Until and unless the concerned authority takes action against these big traders, their attempt to complete ban on these products will never bear any fruitful result.

Likewise, numbers of NGOs are working against banned drugs substances in the state. But still drugs peddlers are doing their business freely. Pasighat is one of the places in the state where one can find numbers of drugs users and the numbers of users are likely to increase in near future.

It has been observed that various organizations are conducting public meeting against drugs and pan masalas, even they interacted with the users/consumers and their family members. But it seems that they are missing the roots of the causes and sufferings as neither the administration nor the NGOs dare to arrest and take action against drugs dealers.

 

 

Appoint new NRHM director: APDA

ITANAGAR, May 01: Arunachal Pradesh Doctors Association (APDA) has urged the Health Secretary for early filling up the post of Director, National Rural Health Mission (NRHM) which is lying vacant since retirement of former director Bidya Gadi in January this year.

The NRHM in the state is in chaos as the NRHM Director’s post is not being filled up since retirement of Gadi on January 31, 2013, and without the Mission Director the work of NRHM is in the state of ‘suspended animation’ which is not in the interest of the state,” APDA’s letter to Secretary Health said. of the rank of Joint Director Health Services or Additional Director Health Services should be identified for the post at the earliest in tune with many other states like Orissa, Jummu & Kashmir, Manipur, Mizoram, Sikkim etc, APDA suggested.

“Arunachal Pradesh being a small state and the NRHM being the Technical Branch/Department filling up of this Mission Director (NRHM) post from the Technical APHS Cadre is justified,” the letter said.

However, APDA demanded that the Director Health Services (DHS) should be given additional charge as Mission Director (NRHM) till a suitable APHS Officer is identified for the post.

 

 

Biometrix system of attendance installed at Roing DC office

ROING, May 01:   Biometrix Attendance System at Lower Dibang Valley Deputy Commissioner’s office was inaugurated by Deputy Commissioner Shiv Kumar in presence of administrative officers, DPO and other branch officers and officials here yesterday.

In this system, the thumb impression of all the staff are recorded and saved in the machine in serial wise for attendance. When the employees pressed the button of the machine with their thumbs, then the machine match their thumb impression with the recorded one automatically and if it is matched then their attendance are digitally recorded for the day along with time.  The hard copy of the digitally recorded attendance can also be printed out.

Altogether, names of 500 people can be saved in the machine with their finger prints. It is hoped that this system will make the daily attendance of the office staff fast and hassle free.

The system was installed under untied funds and it is made operation from today.

W Tikhak, ADC demonstrated how to put their attendance by pressing their thumb on the Biometrix Machine.

Meanwhile, DC Kumar and Superintendent of Police Apang Tamut along with Jally Umpo, CO (Town Magistrate) jointly inspected the Santipur Check Gate and Border Facilitation Centre at Shantipur and Meka.

Tamut recently informed that a second barricade of police will be set up at few distance from the Shantipur Check Post within the state in order to check those people who try to sneak into the district on the pretext of re-fueling their vehicles at Shantipur Petrol Pump located within the state near the check post. Computer awareness training programme

ROING, May 01:   The first group of women trainees of the month-long computer awareness training under Woman Empowerment Programme completed their training at Manipal Institute of Computer Education (MICE) here yesterday while training for the second group of 15 women commenced today.

The completed trainees were given Certificate by the Department.

The trainees were given training on Office Package, including MS-Word, MS- Excel, MS-Power Point and Internet – Browsing and E-Mail Handling etc. besides educating them of the importance of computer, its advantages in human life, merits and demerits.

Yakru Linggi, DIO Roing, who monitored the training, suggested the trainees not to give up practicing computer after the training so that they do not forget the things they have learnt.

Yakru Linggi, DIO and Ajay Saring, DIPRO gave away the course completion certificates to the trainees.

Earlier, Nelo Umbrey, CDPO Roing highlighted the objectives of the training programme.

PNCWC mourns death of its chairman

ITANAGAR, May 01: The Prem Nagar Colony Welfare Committee (PNCWC), Naharlagun has condoled the demise of its chairman Teli Lama who passed away early this morning at 2 am after a sudden stroke at GNRC Guwahati.

Lama was serving as a conductor in State Transport Service. He has left behind his wife and two sons.

Recalling Lama’s contribution for the colony, it said, under his leadership the colony achieved numbers of tangible development and his dream was to make the colony a model colony in the Capital Complex.

During his tenure highest numbers of cases were disposed off through local Kebang, it stated in the release referring to him as a rational and an outspoken man who always encouraged communal harmony and the one who had zero tolerance for anti-social activities.

Offering condolence to the bereaved family, it further prayed for the eternal peace of the departed soul.

In another condolence message, the Camdir Welfare Society while saying that his numerous works for the society will always be remembered, conveyed deep sense of condolence to the bereaved family. It further prayed to the almighty for eternal peace of the departed soul.

National Students’ Union of India (NSUI), Arunachal Unit expressed grief and sorrow over the sudden demise of Teli Lama, a former member of NSUI. Late Lama was working as an APST bus conductor.

The NSUI members prayed almighty god for the eternal peace of the departed soul and also to bestow enough strength to the bereaved family members to bear the irreparable loss.

 

 

District Monitoring committee meeting at Seppa

SEPPA, May 01: East Kameng Deputy Commissioner cum District Level Monitoring Committee Chairman Tope Bam urged the executing agencies for judicious use of fund without compromising quality and in conformity with norms and standards of the schemes.

Chairing the 8th DLMC meeting here yesterday wherein the points of the last DLMC meeting were reviewed and also thoroughly discussed on the achievements and progress of the projects under SPA, NEC, PM package, BADP etc, Bam instructed the administrative officers to monitor and ensure that schemes were executed in a right manner. He cautioned that there shouldn’t be any loopholes in the implementation of the schemes. Further, DC asked HODs to furnish the report of Employment Generation, Infrastructural Gap and Skill Development of their respective department by tomorrow.

EE, PHED informed that some people reported to have crossed Kameng River through pipeline commissioned over Kameng River meant for water supply to New Seppa risking their own life. The meeting while prohibiting the illegal act appealed public not to repeat the same in future.

It was resolved in the meeting to involve the user department and the administrative officers by the implementing agency in all stages of the works; the assets created should be handed over to the user agency soon after its completion; the implementation agency should consult the user agency while preparing schemes etc. DIPRO

 

 

NABARD takes up project on organic rice at Hollongi

ITANAGAR, May 01: A project on “Community Development through Vermin Composting and Organic Farming and Mitigation of Land Degradation" is taken up by National Bank for Agriculture & Rural Development (NABARD) at Hollongi village under Balijan circle.

The project is being implemented through a Guwahati based NGO called ENVIRON since September 2012. They have established a Vermin compost unit with Vermin wash collection outlet and also initially took up cultivation of one bigha of organic Jaha rice. The rice is branded as 'Arunachal Brand Organic Jaha Rice.'

Prof. Amarjyoti Kashyap, President, ENVIRON proposed to increase the area of organic rice cultivation from one bigha (1296 sqm) to hundred  bigha (129600 sqm). One of the beneficiaries of the project  Nabam Nikki also expressed his satisfaction over the result of using the vermin compost as fertilizer and vermin wash as insect repellant in his crop field.

In the review meeting of the Project Monitoring & Implementing Committee (PMIC) held at Yupia on April 29,  Pige Ligu, DC-cum- Chairman PMIC, was pleased with the quality of the works of the said project and asked the PMIC members to visit the project area at Hollongi along with the progressive farmers of the district.

He urged the NGO to establish a model of Vermin Compost -cum-Vermin wash collection in the departmental nursery of DHO, Yupia. The DC also directed the line department to liaise with Cooperative Society for availing a sale counter for the organic products from the project. He also emphasized on obtaining organic certificate of the produces from the certification agencies to authenticate the produces as genuinely organic. K. Vaiphei, Manager NABARD also spoke on organic certification and rendering of marketing facility to the growers & emphasized on formation of SHG for which the project implementing NGO may write to the NABARD for fund for capacity building training. He again urged the entrepreneurs not to depend only on Govt’s assistance but also try avail bank loan for self employment projects. The meeting was also attended by TC Kapa (ADTH),  Gida Murtem (DHO),  Dolang Akom (ADO)PP. The meeting was convened by in-charge DAO, Maze Piel (ADO) H/Q, Yupia.

 

 

AWIC Awards for Lohit Youth Library activists

New Delhi, May 01: Association of Writers & Illustrators for Children (AWIC), New Delhi, the leading organization pioneering youth library movement in the country, has conferred the prestigious Jr Librarian of the Year 2013 award to Jeenamsi Ngadong, (APNE Library, Wakro) and Deep Das (Bamboosa Library, Tezu),  for their spirited and committed contribution to the promotion of youth Library activities in Arunachal.

Surekha Panandiker, Convenor, All India Children’s Libraries Project, AWIC, informed in a communiqué.

Mosamlu Manyu, (Wakro) and Purabi Das (Tezu) have won the Reader of the Year Award 2013.

Extending her hearty appreciation to the award winners, Panandiker, who has been closely following the Lohit Youth Library activities, complimented the young winners and the library volunteers for consistently promoting the joy of reading among the rural and deprived Arunachali youths for the last six years. She also lauded the young Librarians Jeenamsi and Deep Das for their dedicated efforts taking care of APNE and Bamboosa Libraries during the last three years.

They have also been expert trainers in story reading, poetry recitation and skits. Jeenamsi, now a class 9 student, is also a gifted writer, with many articles published in various children’s magazines as well as American Library Association’s e-newsletter ‘I Love libraries.org’.  

Reader-activist Mosamlu Manyu, a class 9 student is a brilliant trainer and director of skits in Mishmi language, while Ms. Purabi Nath, cl X student, is an excellent trainer in reading programmes.

The awards will be presented on May 4 by NBT Director, at the Gandhi peace Foundation, New Delhi, as per the AWIC communiqué.

Save Seppa town from land grabber

Dear Editor,

I as an educated youth of East Kameng District would like to draw the attention of land management department of Arunachal Pradesh as well as senior and educated people of East Kameng District headquarter Seppa. It is matter of grave concern that now a day’s no govt, quarter are left for government employee in Seppa town as all govt quarter and govt land has been encroached and illegally occupied by our own brother politicians and their 'chamcha', local govt, servant and public of Seppa. In this regard, I would like to ask how development can take place in East Kameng district if there are no govt, quarters for govt, servants and no govt, land for further construction of Govt, infrastructure. And where to adjust those thousand of govt, employee in district head quarter Seppa? In this connection our students leader and other organization of east Kameng, remains as mute spectator. Apart from this, our respected DC Seppa and land management department is looking helpless though they have enough police force and Govt, machineries. In this regards, I want to question to the concern authority is this weakness of town administration or pressure from politician and public? If yes then tell me honestly what is the importance of becoming an officer? Are you not appointed to render your service to the public welfare? It is witnessed from east Kameng that once a govt, quarters is occupied means that quarters will be permanent for one Govt, employee and he/she can construct anything over it as per his choice and design and start to run for land allotment of same land and ultimately get land allotment. Is this the norm of allocating govt, quarters to the govt, servant in the state of Arunachal Pradesh? Or it is the nature and mind set of govt, employees in east Kameng district. My dear Govt, land encroacher, your action is not acceptable to the society. And you have to give big answer to coming generation in days to come and intellectual public will laugh at you. I strongly blame that Govt, land encroachers are the reason for East Kameng district still lagging behind in all developmental activities in comparison with others district in state of Arunachal Pradesh. One doctor told me that he went to Seppa and wanted to serve the patient in district hospital Seppa but very unfortunately he found no govt, quarters at Seppa. He was compelled to stay at circuit house for two months. Ultimately he returns to Itanagar because staying at circuit house Seppa was expensive.

This article is not intended to hurt the sentiment of those sincere officers who is not involved in illegal encroachment of govt land but as educated youth of East kameng district I personally feel that it is my responsibility to expose what is happening or not happening in and around East Kameng District headquarter Seppa for the development. Iam sorry if readers do not agree with my view in this regard. Lastly it is my appeal to public to fight against illegal land encroachers and change mind set and do something for future of your own son/daughters who is now studying in class, 1 and 2 in primary schools.

Stay Alert

Dear editor,

This is in continuation to the letter “HARD TO ACCEPT THE EXPLANATION,” from one Tomi Ado published in your daily on 30th April. I really don’t understand what system is APPSC following? I had faced similar problem after my APPSC combine competitive mains exam 2012. When I sought for my evaluated answer script through RTI application I was inform that it was only 4 pages, I could not believe, but I had enough patient to wait till I am inform to collect my evaluated answer script. But the next time I was inform that it was not 4 but 24 pages, thank god ultimately they have given me the right answer script. But like Mr Ado I also felt hard to accept the way they have evaluated the answer script. After collecting the answer script, I straightly went to a renowned professor of RGU and showed the answer script. After examining my answer script he said I don’t understand how it has been evaluated and said jokingly may be you didn’t have the right channel. As per RTI my answer script was evaluated by two evaluators. The most interesting part and hard to accept was that the 2nd evaluator just awarded me half the marks of the 1st evaluator in each and every question I had attempted. It was the same throughout my answer script. E.g. if the 1st evaluator award 4 marks the 2nd   evaluator blindly awarded 2 marks. This was done to each and every question I attempted. It was not only done to me but to other candidates too. After going through the evaluated answer script I felt that it is not being evaluated by experts. It seems every answer script of APPSC is being evaluated by some half educated people holding high post, or should I say it is evaluated by APPSC members or by some high class bureaucrats or some influential political goons. Every time APPSC conduct exams, there are mistakes and errors. It has been repeated again and again, and it may repeat even in future. This repetitions itself indicates something is going wrong inside APPSC. I remember one Anand Jerang quoted wrong people in the right place. It seems to be true face and picture of APPSC. Lastly I request my fellow aspirants of APPSC, stay alert, not only for the coming exams but of those JACKALS and WOLFS who have never ending hunger.

Drug abuse is a serious problem

Dear Editor,

Through your esteemed daily, I on behalf of the concern citizen would like to appeal Upper Siang and East Siang District administration to take up joint operation to quash the social evils prevailing in our locality in large scale in the form of drug (opium) addiction which also breach the Election Code of Conduct issued by the SEC which came into force from 16th April 1013.

It is a grave  concern which is learnt from the reliable sources that the villagers of particular village of Upper Siang District are addicted to Opium and foreign liquor which not only create chaos in the family life but also kills the precious lives of many. To add to the woes, the habit forming substances like opium and foreign liquor are allegedly supplied to the villagers by any means on the ongoing PR Election which lures the innocent voters in a large scale. A strange scene one comes across is that in some villages under Upper Siang District, voters (Villagers) are accumulated in a particular house and are served with opium and foreign liquor in a large scale. I, as one of the concerned citizens do not want to disclose the name of particular leader, person or village.

It is worth mentioning here that the Adi Bane Kebang East Siang district unit has achieved successes and appreciation in uprooting the social evil from the society to a large extend. Hats off to those Samaritans especially the Adi Bane Kebang Women Wing East Siang unit who has taken a lot of pain in fighting to remove social evil from the society for a congenial atmosphere and to save the younger generation from jeopardizes. At the juncture, I would like to ask the Adi Bane Kebang whether their war against the social evil is only limited in East Siang District. If not, kindly extend your operation to other affected areas of nearby Padam villages also for which other concern denizens are ever ready to give you a helping hand.

As learnt from reliable sources, the interesting part of drug smuggling from upper to the lower belt is the techniques which befool the police officials deployed at Ranaghat check gate time and again. The person involved in this tactful smuggling is our beloved and respected women folk, who plays role of daughter, sister, daughter-in-law, mother and now that of a big smuggler. I don’t accuse all the women folk nor I do intend to hurt all, but there are a few who indulge themselves in this game. The opium which is imported from the Padam areas are wrapped inside and winded in the form of ball of threads (local name-Enno nopi/Nolum). The size and its weight vary with the content of drug (Opium) inside the ball. The ball of threads are not meant to be woven as gale or galuk (local names for traditional dresses), but for this motive and transaction only. I remember one thing. When I go to gas agency to refill LPG, visit any ATM/Banks for withdrawal of money, Bus Ticket counters to buy tickets, FPS to purchase house hold goods, BSNL bill counter to pay telephone bill and so on, I always get to hear a common saying, “Ladies First”. Now I realize that at the Ranaghat check gate, the ladies are checked first thoroughly. I beg excuse and pardon in advance if any body’s sentiment is hurt by this write-up.

Lastly, I appeal the district authority of both the districts in general and the Adi Bane Kebang in particular to set up joint operation to check the social menace prevailing in the locality as per feasibility. I fervently appeal the District Administrator to establish another check gate at the junction of Pasighat-Mebo-Bodak road to check the illegal transaction of drugs and other related anti-social activities during night hour. I also appeal the general public to raise voice against the present trend of drug abuse and help the authority by yielding their supporting hand to get rid of this evil forever.

Voluntary cleanliness of medical welcomed

Dear Editor,

The medical setup always demands a clean and hygienic condition in and around it. But, it is a constant effort to do so. It is an effort that is never enough and hard to live up to the mark. A handful of cleaning staff can hardly afford to keep the medical and the surroundings clean when there are considerable number of patients flowing in daily resulting in inevitable amount of medical waste and others piling up. In such situation, any extra dose of sanitation coming in from any corner is welcomed. It helps to contain the ever increasing graph of un-hygiene that threatens the very meaning of bringing good health by the health centers. To one such effort brought to action and for which the whole medical community of Jairampur is indebted to, was delivered by the Abundant Life Church of Jairampur lead by Mrs. Bina Sena, who had along with all the church members extended a noble gesture towards the cleanliness of the health centre voluntarily. We always tend to hear good things but, hardly put them to action. By this acknowledgement, we do not mean to keep on expecting more of such actions from others but, to never let go of such good actions unnoticed or unheard. The institution which propagates the idea of health always needs to be itself clean literally and any action that augments this idea is always appreciated as godsend.

Waiting for scholarship money

Dear editor,

I would like to inform you that I am a student from Arunachal Pradesh currently studying under graduate at Tamil Nadu. The month of May has arrived but we still have not received our scholarship (stipend). I don't know what's wrong with the concerned authority or are they involved in corruption? Through your daily newspaper I would like to let the concerned authority pay some seriousness in this matter and make them realize their duty and responsibilities. Every Arunachalee students will get benefits from the scholarship provided to them by the government.

CO2 and earth temperature

A high-profile scientific study proves that there is an incontrovertible link between CO2 levels and terrestrial temperatures, underscoring the fact that our planet will relapse to its greenhouse state unless we move to manage CO2 levels on a war-footing.

That CO2 levels in the atmosphere influenced the temperatures of Earth's water bodies - its vast oceans and seas - was already known. However, a group of leading American and British scientists have just proved that the gas' concentration also determined terrestrial temperatures. The new evidence shows that the concentration of atmospheric carbon dioxide and Earth's surface temperature are inextricably linked.

Released on Tuesday, the results of their watershed study are being seen as a major breakthrough in our understanding of not just the evolution of Earth and life but of the future of both.

It was, in fact, the reduction in atmospheric CO2 levels and the corresponding moderation in temperatures that resulted in the birth of the modern life-sustaining world (known as the 'icehouse' world), from a warm and high CO2 greenhouse state nearly thirty-four million years ago.

The change in CO2 levels led to the growth of massive ice sheets across the Antarctic continent and a drop in ocean temperatures by up to 5 degrees.

The findings prove that if we do not move to arrest growing CO2 levels by adopting eco-friendly life and business practices on a war-footing, the earth is doomed to return to a greenhouse state where no life can survive.
